[guide] Add info about I18n.l ..., :format => 'short'

Add info about passing specific format, like "short", "long" etc to I18n.localize().

Add info about setting own formats, like "dayname" or "short_with_monthnames".

    Absolutely agree that including more detailed documentation about formatting options in I18n.localize() would be very beneficial, especially for those who are just getting familiar with internationalization in Ruby on Rails. Knowing how to pass formats like "short" or define custom ones such as "dayname" can make date and time handling much more flexible and user-friendly. I recently encountered a need for this when working on a project inspired by Crazy Cattle 3d, where displaying dates in diverse formats was essential for localization. Clearer examples and use cases in the docs could really help developers implement similar solutions with confidence.
