Change ruby locales to yaml locales

To change en-US.rb to en-US.yml as default for language files.
Updated with success: ActiveSupport and ActiveRecord. ActionPack remains troublesome and will be included later.

Here is the broken actionpack commit. I can't seem to find why it breaks the tests.
